PULLED LOOPS IN CARPET
In tufted carpet, yarn slippage or pulled yarns can be created by problems in the latex, or in the installation, or in the maintenance, or from some pulling force that is greater than the design limitation of the product. The standard is given below is for FHA/HUD housing.

DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT ASSISTANCE SECRETARY FOR HOUSING FEDERAL HOUSING
COMMISSIONER sets the standards for minimum tuft-bind called UM44D. For
cut-looped carpet this standard is 48 ounces or (3 pounds); for looped carpet the standard
is 100 ounces or 6.25 pounds.
The real issue if you are a consumer is how much force it takes to pull the yarn loose.
